Mpinda is a seasoned procurement professional with over 20 years of experience in procurement management, capacity building, advisory services, and procurement audits. He joined MSD as the Director of Procurement on October 3, 2024.

Before joining MSD, Mpinda served as the Director of Procurement at the National Housing Corporation for eight years, providing strategic leadership and advising the Director General on all procurement matters. Before that, he was the Zonal Procurement Specialist at TANESCO, overseeing procurement operations in the Coast zone. His earlier experience includes serving as Procurement Manager at DAWASCO, where he managed the corporation’s procurement functions.

Originally trained as an engineer, Mpinda transitioned into procurement, leveraging his technical background to enhance supply chain efficiency. He holds a Master’s in Project Management from the Tanzania Institute of Project Management and a Graduate Professional Qualification from the Chartered Institute of Procurement and Supply Chain (CIPS) in the United Kingdom. He also studied Architectural Engineering at Mbeya Technical College.

A recognized expert in his field, Mpinda is a certified procurement professional accredited by the Procurement and Supplies Professional and Technician Board (PSPTB) and is a Corporate Member of CIPS UK.

Medical Stores Department (MSD) was established by the Act of Parliament No.13 of 1993 as an autonomous department under the Ministry of Health, Community Development, Gender, Elderly and Children responsible for developing, maintaining and managing an efficient and cost effective system of procurement, storage and distribution of approved medicines and medical supplies required for use by all public health facilities.
